About David B. Franks

DAVID B. FRANKS is a DUI, traffic and criminal defense Attorney who has more than twenty-four years of criminal prosecution and defense experience. He is a twice past Chair of the Illinois State Bar Association Traffic Laws and Courts Section Council. He also served on the ISBA Criminal Justice Section Council from 1990 through 1999, and again from 2008 through 2013. David Franks served as an Assistant State’s Attorney in both Cook County and McHenry County. In McHenry County he served four years as a Prosecutor in the Misdemeanor and Felony Divisions, and also served as the Misdemeanor and Traffic Division Supervisor. Mr. Franks is a member of the National College for DUI Defense (serves as the State Delegate for the State of Illinois), the National Association of Criminal Defense Lawyers (NACDL) and Illinois Association of Criminal Defense Lawyers (IACDL). He has completed the student course in administering and evaluating Standardized Field Sobriety Tests (SFST’s), the Standardized Field Sobriety Testing Instructor Course, and the Advanced Roadside Impaired Driving Enforcement (ARIDE) Course, according to National Highway Traffic Safety Administration (NHTSA) standards. He has attended several Illinois Institute for Continuing Legal Education (IICLE)-sponsored DUI defense seminars. He has contributed several times as a speaker during ISBA Traffic Laws and Courts-sponsored Continuing Legal Education programs, and written several Case Summaries for the Traffic Laws and Courts Section Council Newsletter. In January 2007, Mr. Franks appeared on Chicago Cable Access Channel 21 Television as a panelist on Illinois Law, DUI Issues: General and Specific. In 2012 Mr. Franks was published, authoring the chapter, Issues in DUI Search and Seizure in the book entitled THE LEGALITY OF SEARCH AND SEIZURE IN DUI CASES, one of the “INSIDE THE MINDS” series of legal and professional publications by Thomson Reuters/Aspatore Books. David Franks earned his Bachelor’s Degree from Carleton College, Northfield, Minnesota in 1980 and his J.D. from the American University Washington College of Law in Washington, D.C in 1988. Mr. Franks is a member of the Illinois State Bar Association and the McHenry County Bar Association. He is admitted to practice in the State of Illinois, before the Federal District Court for the Northern District of Illinois and the United States Supreme Court. He is veteran of the U.S. Navy, having served for 26 years as an Intelligence Officer on active and reserve duty. He completed national security courses at the U.S. Naval War College in Newport, Rhode Island and the National War College in Washington, D.C. He retired in 2007, achieving the rank of Commander. Mr. Franks is a partner in the law firm of Franks & Rechenberg, P.C. in Lake in the Hills, Illinois.
