Named to the Board of Regents in the Summer of 2009, Bill is a 6 time graduate of the National College for DUI Defense Summer Session and 2 time graduate of the Winter Session. Bill graduated from Washington State University B.A. 1992 and Gonzaga University School of Law J.D. 1998. He began his legal career with the King County Prosecuting Attorney’s Office in Seattle, WA. He joined the Cowan Law Firm in 2000 and has practiced exclusively in the area of defending those accused of DUIs since then. Now a partner at Cowan Kirk Gaston, Bill has lectured across the State and the Country on various issues related to DUI Defense. Bill has been named a “Super Lawyer” by Washington Law and Politics in 2003, 2004, 2005, 2006, 2007, 2008 and 2009. Additionally, the same publication has recognized him as one of Washington’s Top 25 Criminal Defense Attorney’s in 2007, 2008 and 2009. A contributing author to “Defending DUIs in Washington” Lexis Publishing, Bill is a certified instructor in NHTSA Field Sobriety Testing and Drug Recognition Evaluations. He has also been trained by National Patent, the manufacturer of Washington’s breath testing instruments. Bill also serves as the Vice President of the Washington Foundation for Criminal Justice and is a member of the Washington Association of Criminal Defense Lawyers, King County Bar Association and the American Trial Lawyers Association.
